I honestly don't think I've seen the regular Chromecast mentioned outside of tech news sites and boards like this, I'm guessing most people have never even heard of the Chromecast Audio. But they have heard of Google Home because Google actually advertises it. If the Home Mini is the one they are actually going to put some marketing effort behind to let people know about it, that's the one that people will be compare to the Echo Dot and that's the one that needs to have the jack to not be perceived as an inferior product.

This is a big stretch. I don't know one person who doesn't know what a chromecast is.

they dont advertise it anymore because its nearly ~5 year old product

You're probably right about that. It's been out long enough to have been part of many Black Friday specials, and IIRC it was the first low cost streamer. I don't believe there were any competing $40 sticks when it came out so it got a lot of free press.
But they are positioning the Home Mini as the direct competitor to the Echo Dot and it is missing a feature that probably would be a minimal cost to add and they get no benefit from not having it. It just seems like a bad choice when you're playing catch up in this space.

I dont know much about the echo dot but can you connect it to speakers over wifi? Or is 3.5mm cable or bluetooth your only options.
Because if so then in conjunction with the chromecast audio the google home mini offers a much more stable connection to your existing speakers. Specifically speaking wifi is much more stable than bluetooth. Obviously if you plug it directly in with the 3.5 mm cable thats plenty stable but it also limits where you can place your echo.

The main reason the google home mini won't compete with the dot though is because everyone who owns a phone that has google assistant has already had an echo dot competitor.
I just don't see how it's really worth it. I guess since it's only $50 some people might just say what the hell.

so while google home mini can't connect with a jack to your speakers, the echo dot can't connect to your speakers using wifi.

a dot is just a small Echo as the home mini is a small mini. peoplw get multiple dots and will get multiple minis to go into each room.

Right but I keep going back to your phone acts like a mini already. People who have echos have to buy dots if they want to extrapolate out.
