Google/Nest Mesh Wifi Router Issue

We have the google nest mesh and have been using it as a router for several months. The router drops connection at least once a day. I've had an open case with both the ISP and google for over a month. I have done a full reset many, many times. ISP replaced the modem (back story - I got here because a lightning strike took out the last router and a switch and some other things, so there's a chance connections/lines are a factor, but they've tested the line from the modem to the router multiple times).
So, google's idea was that the device that has been the router is an issue, just take one of the other 2 points and set that up as the router. That is where the adventure happens. Even after full reset, doing everything in their steps, the only device that will get recognized as a router and get a MAC from the modem is the original one that did.
They sent me a replacement, same thing. Still won't be recognized in the Home app setup as a router, it isn't given a MAC. So I am in a spot where I have to keep the same setup, with it failing sometimes multiple times a day. Simple, just unplug, wait 10 seconds, plug the device back in. But annoying.
I have restarted the modem as part of the reset steps. I have cleared the data and cache for the Home app as well. Same result. I'm due a callback from the Google escalation team.
Anyone have any ideas? Decent chance I send it all back and just try a new router/mesh but it would be really, really not funny if whatever I switch to also loses connection. ISP has been out, monitored, they swear it isn't their stuff. I picture some guy in the ISP office hitting a button to mess with me.

So they called. Apparently to get it to work (different device recognized as router) you have to turn off mobile data while doing setup in the Home app. Got that done. Doesn't mean I won't see drops, we'll see.

I have the Google/Nest mesh system and was having issues with connection at the satellites dropping regularly. A firmware update seems to have fixed it at the moment.
