Excel Help with "Conditional Formatting"

I'm aware how to conditionally format certain cells based on "specific values" contained therein...
But is there a way to conditionally format a cell that has ANYTHING in it if the values change? Or would I have to do something in VBA and list all possible values with an "=IF(OR(" function?

What specific action/calculation/refresh are you performing that would change the value of the cell(s)?

I'm trying to make a conditional statement that will populate certain cells on one sheet with values from a "Data1" sheet in the workbook based on the dropdown selection on another sheet and preserve the background/cell color/etc.
So if I choose "Yes" on a dropdown, a bunch of columns/rows will be transposed correctly from a "Data" sheet and preserve the coloring and also the values from those cells... because there will be certain "pasted" cells with the "Yes" from the dropdown that will populate with information from other areas of the workbook...
For instance, If I choose "Yes", a row of headers and values below will show up as visible and the values underneath those headers will pull the data from another area of the workbook.
I apologize if I'm not making sense... but thanks for your help.

OK, your OP made it sound like you wanted a visual of cells which values changed after performing an action.
But your second post makes it sound like you just want that formatting to carry over from the cell it's reading.
So would need to clarification on whish one

I’m able to carry over the formatting from the Data sheet, but when I turn off the toggle dropdown, the color formatting persists in the cells, but just without the values and I’m trying to clear everything, including the background colors/etc.
