I have both, get the Oppo.

I am in the expensive cables are modern day snake oil ( with very few exceptions in the analog/vinyl world) camp. Go to monoprice or Amazon and get one based on the length you need.

still unclear if plex supports native 4K to local devices or not

do you not follow my posts?

yes it does. only thing is your tv/streaming device needs to be able to handle the container format your movies are in. Im using H265 HEVC MKV

And i have found the only thing that can handle H265 HEVC is the Shield. The Amazon 4kHDR says it can but it doesnt.

I have tried to down convert H265 to H264 but with it being around 10bits the streaming boxes still skip.

So i really dont know what format companies like netflix or amazon are sending to their units but i could not get any of them to run true 4k files.
