Yep.

I think the issue is the drives are accessed via an Xbox one.

Definitely was the issue. Plug them into a PC and it immediately recognizes errors and fixes them in less than 10 seconds.

I really need to keep one Windows machine around stupid shite like this that Linux doesn't like.

For clarity, the stupid shite situation was created by Windows (or I guess the xbox in this case) as a hack to speed up boot. Linux could definitely handle the dirty filesystem state, but it errs on the side of caution by not automatically cleaning up the shite state that windows leaves it in so that windows won't fricking crash or whatever when it tries to use it again.
