Running conduit/flex is going to be pricey, depending on Sq ft. I would just run a spare cat cable to the rooms and have low voltage cutins at the transitions with a blank faceplate. If you need to an additional 4pr,you already have one. If you need a 2F SM/MM FO cable, you've got a pull string and access at all angle transition points. Just request that transitions be in closets.

He should just do it himself. It's very simple. You can get the flexible conduit and boxes at HD for less than $200 and have it all done in a day.

Raw cable is super cheap too and if the conduit is in place, easy to snake through.

This is one of the places you can easily save thousands doing it yourself, and have very little chance of screwing anything up. If you're building a house, those opportunities are golden.
