Been a long time since I've seen a BSOD, just ran into one with my son's desktop PC. I have tried using bootable USB drives, both W10 and Linux Mint, it gets only so far and won't go any further.

It does post, I get the initial screen, and I can get to the UEFI screen.

If I let it try to go to the installed Windows 10, it goes blue screen, with the following error:

File: \windows\system32\winload.efi
Error code: 0xc0000098
I also see other codes if attempting a retry,
0xc0000428
0xc0000001

and maybe 1-2 others.

Some codes say digital signature can't be verified, but not all.

Says I will need recovery tools. USB or DVD, if not contact my pc administrator

So, I have 2 Windows 10 USB thumbdrives. One made using the Windows tool, one made using RUFUS and a W10 ISO. In attempting to boot, I run into the following issues...

The Rufus one (at least), it won't boot if I use the BIOS boot settings, says I need to change order with UEFI. I can do that.
With either W10 thumbdrive, it will attempt to boot, screen will go blue but no text appears, and in about 10 seconds the machine will power off.

In attempting the Linux (Mint, Cinnamon) thumbdrive, I get to an initial screen allowing choices, "will boot default in 8 seconds"...
I let it do default, it starts going, then gets caught in a loop. Wont finish loading and go live.

Any ideas or suggestions? Some codes are referencing the bootloader and say to repair it, but I can't find a way to get into it.

There was a Windows Update package about 6-8 weeks ago that did something very similar to me. The boot order in the BIOS was somehow changed, which caused failed boots like what you're describing, because the boot volume or a bootable disk couldn't be detected. I only figured it out after I reinstalled Windows in the middle of the night.

So here's the thing-

if I can't get ANYTHING to boot, how do I reinstall Windows?

My plan was to get a Windows installation media up and running, and try to run a repair. But I can't get anything to load that far.

Could it be motherboard?

Do I need to go into both BIOS boot order (F11) and change the order to USB first, and then UEFI (F2), to match? I think I've tried that; I have done both ways. But I'm not getting anything to run.

If it isn't booting off anything then go in the bios and change UEFI to Secure or vise versa. Secure boot might be enabled as well.

You remembered the part I didn't, thanks. SecureBoot was also farked. Also, if you have TPM on your mobo, make sure it's properly enabled and not in legacy mode (TPM 1.1) or something similar.

Having troubleshot crap like this for more than three decades, having an operating system modify settings of something layers below it is anathema. It's like Car Play making my truck not start.

well, that was stupid... finally got it to resolve (PC running again), and I don't know if it was coincidence or what.

Never could get it to boot to another device.

Could get it to go into UEFI, but eventually each time that would freeze up too.
On the last time it happened, we noticed that you could still move around with the keyboard, but the mouse stopped working... and eventually that crapped out. So, he unplugged the USB mouse, flipped the power switch, and damn thing booted up and runs now.

It's a Razer gaming mouse, he's had it attached for at least 6 months without issue.
Razer Naga Trinity

Hell, I was about to start pulling memory sticks...
We WERE looking at bumping up to a better GPU, since his is old. Now, I'm pretty damn leery of adding anything, since I'm not confident this was really a simple peripheral issue.

Running a different mouse now.
