Kind of depends on what features you want and what software you intend to run.

The MS Surface laptops are pretty damn good. If money isn't a concern and you're mostly using MS productivity apps, then it's a fairly sensible direction to head.

I'd lean to getting a new Surface Pro. Seems like a safe recommendation.

What would y'all recommend for basic web surfing, banking and paying bills. There is no gaming.

The cheapest device, likely on sale, that has the screen size you want and is capable of turning on.

I changed out my wifi card and I don't need a new one anymore. I previously replaced my battery and the SSD card. Where I was only getting in the 50's I now get over 500 mbps download speed.
