We have the ATT gig internet speed, but it doesn't really give those speeds due to it working on wireless unless you are hooked up with ethernet. I have my main computer down in our basement along with a TV. Both are hooked up to the internet but just on wireless. Without having to run ethernet cables, is there a way to boost the router that is upstairs so it has a stronger signal? I have another wireless router if there is someway to connect them.

In practice, you'll probably never achieve 1Gbps via wireless. You'll need an AC capable router and receiver run at the 5Ghz setting.
You need to run a wifi analyzer app on your phone to see what your current signal is downstairs. A stronger router might help you but its impossible to say for sure based on the info you have given so far.

What I am fairly sure of is if your expectation is 1Gbps you are going to end up disappointed.

Well, I know I won't get that full amount, but I should be getting more than 24mbs in the basement
