Apple watch cellular not working when not near phone, any ideas?

i bought an apple watch to not have to carry my phone all the time but receive and make calls as well as send and receive texts. problem is, i have to be near my phone to send or receive texts or get a call. it is a cellular enabled watch and i pay my bill (lol). when i'm near my phone, the phone icon is green on the top. when i'm not near my phone, the cellular symbol is red like i don't have service.
not in airplane mode, cellular turned on... can't figure this out.
thoughts?

Depending on your carrier, you will need an "add-on" on top of your normal monthly plan to use the watch stand alone. It doesn't just automatically use your base cellular plan

i have all that, bought my watch from ATT, i pay something monthly for cellular on my watch.

You’ve got to go to the att website and reset your watch. It’s a lot of digging to find it, but pull up your device and there’s some way to reset the SIM. Worked for me in the past
