App Idea into a reality

I have developed the initial concept and business model pretty thoroughly, but I know nothing about application development. The basis of the app would use Uber’s API.
How does one go about turing concept to reality? Contact Uber directly, Angel Investor, DIY....

Start looking for a developer (upWork, Freelancer, local search, etc), get Uber API keys, once you have something to show and it's showing promise you can try to shop it around for more money. Startup capital is going to be all you though.
