Poland gamed the ranking by playing minimal friendlies. The new ranking is designed to mitigate that effect, and it also has no confederations weigting that punishes teams for not being in Europe and South America.

Gaming the system is also how Wales’ FIFA ranking went from 117th (their lowest ever) to 8th (their highest ever) in barely over 4 years without even playing in a major tournament over that time period (2011-15). They just won a bunch of qualifiers and rose over 100 spots because UEFA qualifiers have heavy weight whether your opponent is Germany or San Marino.
