It's the top league in terms of money, but English players have notoriously poor technique in comparison to other players in top leagues.

Top league does not equal best at developing talent.
The top EPL teams for the most part cherry pick talent that was developed by other teams in other leagues- i.e. Chelsea, Man City, Spurs, to an extent United and Pool. The biggest exception is Arsenal which follows a much more continental model. Pool over the past 5-6 years has invested heavily in the academy and are starting to see results as well.
La Liga, Bundesliga, Ligue 1, Eredivise, etc. are much better at growing/developing talent.
This is one of the reasons the ENT has struggled and as a result the FA has pushed the EPL for the Home Grown rule.

yeah but that doesn't necessarily make them worse players just b/c it doesn't look as nice.

It isn't as effective. If it was so effective, England would be dominating the world not Spain, Germany, and Netherlands.

They are worse players though and technicality isn't just about beauty it's about efficiency too.

I know what you're saying. All I'm saying is that just because they're not as visually appealing too watch doesn't mean they can't be successful.
I'll take the soccer player who is solid and consistent than the one who is better technically but is inconsistent.

I'll take the player who is technically sound which leads to him consistently playing the right pass or taking a good first touch.

that's an issue that bothers me. England hasn't had a good midfield distributor. Scholes was in club play but for whatever reason was disappointing on the international level.

I just think the argument is pretty poor.
There is no reason why a top U.K. player shouldn't succeed in another league. They succeed in the world's best (EPL- whether that is because of foreign players or not)
to me (and I may be wrong) it isn't even close that the EPL is the top league because of it's quality and depth.

probably because you keep saying the same thing without explaining it further.
You think other countries coach their players to be more technically sound thus making them better players then great but that isn't the be all end all of the conversation.
