SPL backs league reconstruction plan

I'm not very familiar with Socttish football as it currently is. What is the structure right now?

4 leagues. SPL and 3 SFL leagues. Basically, this would combine the bottom two leagues into a new bottom tier.

Weird format of relegation and promotion, if I remember correctly.
