He is eligible for both Mexico and the USA. Chivas has an unwritten "no Americans" rule, although Americans have played for them in the past. Zendejas probably had to say he won't play for the US in order to sign with Chivas, although 5 years down the road when he's ready to play internationally, there's nothing Chivas can do to prevent him from playing with us if Zendejas wants to.
