The rules should be changed. Six points for every goal. Then the scoring team gets an empty net penalty kick after each goal. Then if they make decent progress into the other team's half, but fail to score after say 10 passes, they can opt to attempt a half score FK from their furthest penetrated point on the field.
Every game finishes around 21-17, and more contrived commercial breaks force telecasts within a 3 and half hour TV window.
