I actually went to a Club America game at the Azteca this year. The opposing section had a wall of police surrounding them.
Edit: I should say that it was a very fun experience, and the stadium was cool, although it was difficult getting to seats (not much room to walk and I thought I would fall several times).

I don’t think this is necessary once MLS teams start winning the CONCACAF Champions League. The US still needs regional rivalry matches and geographical stability. Getting relegated to a tier 2 Mexico/US league would be a disaster for any US club.
