Goalkeepers were allowed to pick up balls passed (with the foot) to them by their teammates. I'm sure you can imagine what that turned into
Soccer's version of icing.

MLS also used a countdown clock, rather than a standard progressive clock, with time paused for dead ball situations at a referee's discretion. Halves ended when the clock reached 0:00, rather than at the whistle of the referee as was customary elsewhere.

FIFA Laws of the Game
Law 12 - Yellow cards can be issued for:
"• unsporting behaviour
• dissent by word or action
• persistent infringement of the Laws of the Game
• delaying the restart of play
• failure to respect the required distance when play is restarted with a corner
kick, free kick or throw-in
• entering or re-entering the fi eld of play without the referee’s permission
• deliberately leaving the fi eld of play without the referee’s permission"
The "unsporting behavior" is pretty much a catch-all type thing that allows cautions for the "professional foul" (taking down from behind)amd other miscellaneous acts.
