How should a formation be set up based on personnel? For example, if you have great attackers and terrible defenders, should you run an attacking formation and just know you'll concede a lot? Or should you run a defensive formation to try to limit the goals you concede while trusting your great attackers to score goals anyway?

You should always push to score if you can, IMO.

One professional example of this is the way City have pretty much played for the last decade. Lots of goals in the side, but a pretty shaky defence for the most part.

If you have a good midfield as well and some defenders who aren't afraid to handle the ball you can focus on possession and use that as your defence. If there isn't much on-the-ball talent, but your forwards are solid with some pace you can do what United did under Mou and use long balls to your advantage. It won't be pretty, but it can definitely be effective.

Go for the attack/midfield press and put athletic guys in the back who are capable of making last ditch tackles.

Pretty much what MCBro said.

Yeah, it pretty much all depends what level of play this person is asking about. If it's kids there isn't much you can do but pray you score more than you let in

Yeah.
However, my guilty pleasure is putting at least 1 guy who is really good at controlling and passing the ball in the defense.

Stops it from being complete chaos and can link in the midfield on occasion.

**Assuming this is highscool level players

When I was still a sports editor, one of the high schools I covered had a girls team that won state and a boys team that made the state tournament here in Texas.

Both teams were very good, but they both also put their best players, at least in terms of ball talent, at DM and almost a sweeper to clean out long balls and also distribute.

Assuming high school --

If it were me, I'd set up a 6 second press, then bunker defense. Try to win balls high up the field but then drop off and defend with numbers to help my weak defenders. If I have skilled attackers, I feel confident in them getting goals on counters. Most likely a 4-3-3 with a defensive mid.

If you can keep possession that helps to cover up defensive weaknesses but for high school age most teams struggle keeping possession and if your defenders are weak they won't be able to help to keep the ball which makes it extra difficult.
