Live with a Scottish Rangers fan right now. He is definitely the stereotypical "Scotland, and whoever is playing England" type of fan. Though he says it's a lot to do with him just liking to mess with his friends since he is from Plymouth.
If anyone recalls, when Uruguay were playing England a couple games ago, after Suarez scored they showed the crowd and in the middle of the celebrating Uruguayans was a dude in a Scotland shirt waving the Scottish flag

The problem is that all of those countries hate each other. England, Wales, North Ireland, and Scotland despise each other. Hell, Ireland and North Ireland hate each other so much that they are 2 diff countries.
Plus, if you do that why cant other areas team up? The Balkans, Scandinavian, Iberian, etc. Or you could split them up into Central Europe, Eastern Europe, Scandinavia, and Mediterranean. Like this map:
Most of the countries in Europe have been a part of or ruled by another country at some point. And they do not want to do anything with that country or group of people ever again, I doubt Holland wants to team up with Germany ever, same with the Balkan area, and the rest of the Europe.

Its a little different as they are all under the same UK rule currently.
Its more align to why Texas could argue they want their own National team since they were independent at one point.

No way Wales and Scotland allow it, they know English FA would force their will on the other FA's.
It would be a cluster frick for them. The English have enough problems developing high end talent, why allow your talent to get pushed aside for the next so called stud English player/players. If it was a 50/50 call, who do you think they would take? The English kid, would go, 9 out of 10 times.

But that also should tell everyone that these countries do not and will not join up.
And when you get to the basics of it all, its still separate countries teaming up. If they were to be fully unified as 1 country, well of course team up. But being separate countries is the deal breaker for me, even though they are all part of the UK.
Plus, there are territories governed by a certain country but they are not part of the motherland or mainland and they often have a certain degree of autonomy represented by a local government, but they do not possess full political independence or sovereignty as a state. And most of these territories have elected to maintain their territorial status, and rejected independence to that country. The US, France, UK, etc all have territories across the world and those territories are independent and compete on their own.
But that also should tell everyone that these countries do not and will not join up.
