Are Napoli not allowed to have fans at this match?

According to Twitter
Apparently it’s always like that as they aren’t allowed to fill the bottom bowl

Or someone else said it’s because the bottom bowl is being renovated

That was bizarre. I don't recall it being like that.

After reading up on it, it seems like it is an issue with the UCL seat requirements that the stadium is failing to fulfill.

Meaning the lower bowl wasn’t up to par?

Yeah, that's what it sounds like. Napoli claims he's going to build his own stadium and offered to pay for 1000 buses out of his own pocket to get Napoli fans to an alternative site 160 miles away while the issue is sorted out.

I remember reading there was some heat between De Laurentiis and the city of Naples over stadium issues.

Their ground is shite. It was like this two years ago as well. Loud as hell, but they couldn’t sit in the lower bowl. Apparently it’s a big argument between the club and the city.

De Laurenttis has even called the place a toilet bowl.

Naples is an absolute shithole. Went thru there during a garbage men’s strike...trash piled high everywhere. Nasty.

Ya Tony Soprano not getting a high enough cut on the city contract. So don’t pick up the garbage from June to September.

I know when Arsenal played there Tim Stillman said it's the worst place to watch a match. A lot of the Italian stadiums are run down.

Napoli has overachieved for years now

But they will always have a pull of guys wanting to play for the same club as Maradona
