Can someone explain how players are cap-tied after a youth switch?

Johannasonn was cap-tied to the US once his switched was approved by FIFA. On the other hand, Brooks needs to play a FIFA qualifier.
Why are they in different situations? Both have played at the junior level for their other countries and no games at the senior level.

I don't know for sure, but Aron was once called in for the Iceland NT, but didn't play. He was on the bench. Not sure if that counted for anything or not.

It is something about making a one-time switch. Do not remember the details. Brooks is under normal circumstances.

Aron has have already been called up to the Iceland National team so since he switched to the USMNT it's called a one time switch and now he can't go back to Iceland. JAB on the other hand has never been called into the German senior team so he must be cap tied to the u.s. through a WCQ or a Gold cup match. Brooks can still play for German national senior team but he cannot come back again and play for the u.s.
