If most of the other blue cities are underreporting, as you suggest, and I don't dispute, that makes the four cities she listed even less significant to the national numbers, and they already account for less than 10% of total homicides. That means their impact shrinks, not grows. And if the true national homicide rate is higher than reported, that only pushes the U.S. further from the claim that we’d be “near the bottom.”
