They don’t want that. It’s not the purpose for Musk le and Viveks of the world. They want cheap labor and people they can control. Believe me I see this daily.

Problems.
Your plan pays people a higher wage. Why? Your plan rewards new workers, possibly above the wage of those who have been at the same level, and didn't get promoted because of this hire.
And it's still further rewarding them for taking an American's job.

I seriously disagree with that.
Go after the companies doing it. Make it cost them even more than it already is, for them to do it. Increase the costs of sponsorship, make these employees a higher tax bracket to the employer. Put a limit on how many they can hire.
AND MAKE IT SO THESE HIRES ARE NOT ALLOWED IN ANY FURTHER HIRING PROCESES!!

Absolutely. And make said tax non-deductible.
Along with any other expenses incurred for said employees.

Hit these companies in the purse. make it cost them more, and not be able to deduct the expenses for doing it.

Impose a tariff on the visa that makes up the difference in domestic vs. migrant salary but it's paid to the government not the worker.
