The problem is with the existence of evil that will never go away this side of glorification. Because of that, no amount of tweaks to the laws are going to stop evil from taking place. Everyone wants to do something but really there is nothing that can be done.
People are going to get hurt and die because of evil people in our midst and we won't ever be able to prevent that entirely, which is something people don't want to hear. Any proposed solution will only further infringe upon the freedoms of the law-abiding people while the evildoers will continue to be evil, side-step laws and regulations, and eventually kill who they want to kill. We will then be back to the drawing board with people wanting something else to be done to make their bad feelings go away.
As hard as it is, we need to leave emotion out of it.
