They had some extra taxpayer money they needed to piss away and also to help the teacher unions.

Other countries were doing it so we decided to get in the game
The intent was to level the playing field. Allow for poor kids to get at least a higher standard of learning.
It got perverted as local agencies became corrupt and stole money or otherwise became power hungry. Unions got involved which was probably the intent anyway. Teachers got tenure and other benefits that made them ineffective as they got lazy. Kids suffer
