Why are the identity of police officers omitted from reports on J6 pipe bomber?

I don't want to derail the other long discussion on the Blaze's reporting, so please limit discussion of this question.
Julie Kelly's recent reporting on this revealed that the suspected J6 pipe bomber lived with her boyfriend who was also a Capitol Police Officer. Where was he on J5 and J6?
I have searched really hard to find the identity of the person who found the DNC bomb. It's usually reported that a "countersurveillance unit" from the Capitol Police found it.
Whatever the case, the agent in charge of the pipe bomb investigation was shockingly uninterested in the person who found the DNC bomb. This was questioning from Massie on the matter.
Maybe someone in law enforcement will know. Why are the names of officers omitted from public reports? Is that a union thing? Why did it take so long to get the identity of Ashli Babbitt's killer?
In the DNC pipe bomber case, there are police officers and Secret Service agents who are seen on camera not responding with any urgency to the reported bomb. Why don't we know their names? Why hasn't the Republican controlled Congress had them testify?
