Think of the children. No, seriously. We weren't mandated to educate illegal kids until the 70s or so. We can't starve either anchor babies or the poor defenseless kid that got dragged up through the Darien gap, either. The thread is pretty easy to unravel. Every "man" is a father, every woman that doesn't have a kid is an auntie to someone else's kid she claims responsibility for.
