Who has info on Chicago "Ive on Notice" executive order

Watching Chicago mayor that issued retroactive executive order that they will prosecute any and all ice agents if they do anything against Chicago laws
He mentioned a "chokehold" amd said they are gathering evidence.
No link - was just a presser on tv. Seems rather interest to have a city start arresting fed officers with potential charges of "unnecessary force" or "false array".
