The United States had an open border policy for the first 150 years of existence. "Defending the borders" from the Constitutional standpoint is defending against armed aggression, not refugees. having an open border does not mean you don't have sovereignty either.

I just pointed out that for 150 years the US had an open border policy. Do you mean to imply that for the first 150 years of our existence we were not a sovereign nation? That doesn't really make an sense.
