No seatbelt is not a primary violation in the state of Louisiana, ie. if that's all he stopped you for he can't issue a ticket. If this was in LA. you could have beaten the ticket without even going to court, just talk to an assistant DA and get the charges dropped.

I should've separated those points - I wasn't saying BR gets a huge chunk of revenue from BRPD. Just that there are enough radar running/inspection sticker cops to be very visible.

Can't say I agree with this. I've driven all over the state and noticed a pretty light, if any presence. shite, I can't say I have ever really seen any notable presence from the state line to Houston. Contrast that with the state line to Lake Charles.
