What would be the path if we took out power plants and bridges?

In America we pretty much know the lowest common denominator would loot and probably kill until they run into baws with guns. But they aren’t American. They’re likely already close to starving and don’t have a lot of clean water. Would this bring anarchy or desperation or some kinda uprising? I mean once you’re facing death, what have you got to lose? Predictions?

The citizens have been better since we attacked them then before when they killed 30k of their own.

I think, unless in doing so, it could be proven that depriving the population of electricity and water, and the resulting humanitarian crisis that would ensure, that it was absolutely necessary as a last resort, in order to avoid a huge catastrophe (like an imminent, REAL, nuclear bomb threat) then the world would reject Trump's claim and call his actions 'war crimes'. That could lead to his impeachment if the house flips, and there's enough Republicans in the Senate that are not MAGA that they may actually impeach him over it
