What is stopping Justin Amash from filing Articles of Impeachment?

His tweets yesterday were nothing more than hyperbole with zero specifics of which laws were actually broken.
Regardless of that my question still stands. Why won’t he just file articles of impeachment?
I keep seeing he is a very consistent libertarian, a hater of big government and spending. At this point though he’s just a all talk politician no action. He’s no more noble than the rest of the bunch in Congress.
Seems like a very weak and ineffective leader. Congress deserves him.
Put your big boy pants on and file the articles Justin.

Amash's tweets give license to those in law enforcement and the intelligence establishment to do this again and again. This entire Russia investigation is a case study in abuse of power and yet the "libertarian" Amash seems to be quite ok with it.

You have a point. If Amash is sure that Trump's actions warrant impeachment, then he needs to file. With the power he has as a Congressman, doing nothing is enabling Trump's "illegal" actions. Just like all the other idiots in Congress yelling for in peach mint.
