It's much worst than that.

The election office mails out the ballots, the dreg doesn't even look at it. Then a campaign worker shows up at the door or calls them and harassed them to vote lying to them the whole time even as they are filling out a ballot. The campaign worker will even pick up the ballot and mail or drop it off.

It's the campaign workers vote not the dregs.
