I remember watching this and never thought it could happen.
In 24, David Palmer was an honorable man and the swap got him:

Season 2. I just ran across it again this weekend on Hulu. Can we substitute David Palmer in for President now?

The 25th is about incapacitated i.e. unable to perform duties, clearly he can. What would happen is a potential split of the military at best.
