I believe they are still being kept because they are subject to civil litigation. They’re only required by law to keep the ballots for 22 months (which is one of the laws cited in the search warrant).

I agree the FBI seizing records of an election from six years ago is fairly unprecedented. I think the chain of custody has now been irreparably broken.
