Trump should announce an amnesty to "aid" recipients who may still get paid by court order

Essentially, they can forego their aid/grants (and return what they have received) and, in exchange they won't be audited or face criminal charges.

OR

They can accept/keep the $ and be subjected to full audits, going back 10 years (and going forward) and any irregularities will be prosecuted to the fullest extent of the law.
