You are describing politics and media, not science. I hosted a global warming debate, about 12 years ago, between two well known scientists - one an advocate and the other a skeptic - and was surprised to notice that they agreed on almost everything, except the wisdom of adopting the Kyoto protocols. They both knew that anthropomorphic global warming had not been proved, that the most radical advocates were faking science, and that the earth was not warming as fast as the media was reporting.
