That and because they missed out on the Reagan Conservatism Sweep of the 1980s because of the old school Patron (local political boss) system was allowed to continue to exist down there for so long because the counties were so poor (except for ranch owners and their oil & gas properties) and undereducated and the counties were sparsely populated. No one really cared that they were still blue (because they weren't politically relevant since LBJ was in Congress).
