The Constitustion has no provisions for a cloture rule. All it says essentially is thattheSenate can make it's own rules.
I hate the cloture rule. It's bullshite....To the victor go the spoils and I would suggest that voters make have a greater sense of urgency if that safety net were not there.
Cloture is a gift to politicians and not the public. The easiest thing a politician can do is cast a "NO" vote..it gives them cover as does the cloture rule because it keeps them from having to vote all all and having a record of how they voted for their constituents to see.
I want elected officials to be on record for how they stand and then try to get re-elected on a real record.

I have always thought that when it comes down to the Senate fulfilling its Constitutional duties, the cloture rule can not apply.
Examples; the Constitution says the Senate is to approve presidential appointments to the SC. It doesn't let them vote on whether or not they should vote. It is their obligation to vote yea or nay on appointments.
The same thing would apply to treaties and any other Constitutional mandated items.

Exactly. This is why elections have consequences. They shouldn't be able to hold the President's nominees hostage and/or in a holding pattern debating whether or not they SHOULD vote on it.
