That's indeed how it is supposed to work with the Republic's whole will of the people thing. That much support trumps any departments policy.
Next they can do the congressional sexual assault taxpayer slush fund payouts since they are finally learning how to actually express the will of the people and not be a slave to their patron-donors and special interests.

Whoops....not only did the senate NOT admend the bill ;the senate voted unanimously passing the bill and sent it to Trump for his signature of the bill that Trump said he WOULD sign.
