When 50-60- percent of the tests are false positives they are worthless for the general public. Only test those who are sick and retest them in a few days.

Where the hell do you get this nonsense from?
OP: The official state number of cases is not derived from contact tracers. The official number is from tests reported from labs after duplicates are removed.
My guess is that the tracer was telling everyone to assume they are positive and quarantine. Which is appropriate advice. If the tracer DID tell that person their numbers would be counted as an additional positive case for the state they were wrong. Quickly hired and trained people make mistakes.
