There's an audience outside Tehran. If he proceeds with caution and gives them a lot of rope, he makes his case stronger with other countries, as well as domestically.

Doing so has had Tehran make his case for him by being assholes and bombing other countries like a petulant child.
Now that the US is committed to forcing Iran to come to the table, it seems other countries in the region are finding their balls.

He's giving the DS regime that uses the IRGC as a proxy army all the rope they can handle. Beyond a point, too much rope doesn't just kill. It decapitates.
