Lot of what FEMA does is legit. Public assistance reimburses local government and maybe even things like utility companies for restoration of services after a disaster - things that could bankrupt those companies and insurers. This is the less visible but arguable most important part.
His house was subsequently required to have $8k/yr flood insurance even though the flooding was historic and he's unable to afford to rebuild it or sell it now that the flood insurance is so ridiculous no one wants it and he still has a mortgage note.
Nobody is buying a house worth 80k with a $8k/yr albatross hanging around it's neck in Monroe la.
Long story short he's living with a friend in a trailer and can't figure out a solution to get out of the hole.
He works for CenturyLink but has a very modest income obviously.

It's honestly not benefiting them really. They are getting some money, but not enough to shake a stick at. Those paying premiums are the ones benefiting. They get everything paid for (basically), fema does not pay everything.

The us doesnt have the money to pay for it. Im all for it when the debt goes down. over half of the national debt is going to entitlement programs. So as of now i want payments to go down so we can eliminate most of this debt.
