I'm for ending the War on Drugs, legalizing it all, and diverting funding to drug treatment rather than prison. Prison should be for violent offenders and thieves, not people looking for an occasional escape from reality.

Not true. Drug use has been steady for decades. The difference is some drugs increasing in use while others fall. The primary mover on that is price.
There are no studies which show current heroin addicts are primarily people who did not go through DARE.
Conversely there are lots of studies that show DARE kids use the same amount of drugs when they grow up as non DARE kids.
