Or is it being investigated? What are all these other cases they are cooperating with? What did Flynn's cooperation lead to? What did they attempt to have Manafort cooperate on? Why were so many lying about meeting with Russia, WikiLeaks, etc. I certainly hope the full Mueller Report can shed some light. There is just so much that doesn't add up.

Edit: Did Comey's words (former friend of Mueller) of Trump should not be impeached but resoundedly voted out impact Mueller's judgement here?
Edit: It's also obvious Barr and Rosenstein want to avoid a Constitutional Crisis and avoid a meltdown with not recommending Obstruction of Justice charges, they also want to protect their careers. As Comey has said about Rosenstein, "he's a survivor".
