The director of the FBI isnt investigating anything directly. Rank and file FBI agents that have been there for decades are doing the dirty work. Cash will take credit, but hes not that involved. My mom was a state crime lab employee. I know more than most on the matter.

Then you should know enough to look up the definition of “figurehead”. Of course the head of the FBI isn’t involved in the minutiae of every active investigation. That doesn’t make him a figurehead.

a bolt action deer rifle is untraceable if he bought it from a private party. people saying they'll "trace the gun" are ignorant and know nothing of what they speak.

That’s just part of the equation. He is shown running a certain direction from the scene, they have his rifle, they have prints, they have video and pictures. Just how many cameras do you think you pass doing everyday things on your lunch break? He is on a college campus, they have him going and coming and he’s in a metropolitan area. He’s probably on two dozen cameras (conservatively). It’s just a matter of time.
