The guy is prior service so UCMJ would not apply. Still a total shitbag and had no business identifying himself as if he is active military.

Depending on what kind of benefits he is receiving he could have them revoked. He could be arrested for being a civilian and wearing a real uniform. Either way he's not allowed to wear the uniform unless he retired from the military or given special permission by the president for some honor or holiday. The military has also brought retirees back just to court-martial them for crimes they did as a civilian after their retirement.
