I5 was shutdown north of Eugene, Oregon a couple of months ago.

I was in Denver a couple of winters ago and I70 was shutdown in parts of CO and KS. I was stuck as I drove from Nola.

All 3 states have snowplows yet they shut it down. shite happens and sometimes you just have to roll with it. LA doesn't deal with these types of conditions all that often so I'm not sure why you're surprised at the situation.
