You can check ID if he’s carrying in his wallet, not if it’s on his locked phone.

Just like a detained driver in a car reaching under the seat. Cops don't like that either.

That was never stated in your first post. Im not arguing that. But writing down license plate numbers are not illegal, see Flock license plate scanners and videoing police interactions are not illegal as long as you are “not interfering” with their investigations, some states have distance laws, most don’t, but with samsungs and iphones 1000x zoom and dones, these don’t affect a videoer. Maybe you should brush up on some audit the audit videos and see that your “understanding” of the law is wrong.
